The specificity of a housing policy spent now is considered in article. Problems of maintenance with habitation of the population Russia arising during its realization are allocated. Offers on updating of methods of improvement of living conditions of the Russian families are brought for discussion.

The housing problem is considered through a prism of the economic theory in unity of all its structural parts: political economies, micro- and macroeconomics, institutional economy and the national economy theory. The special attention is involved in social and investment foreshortenings of the specified problem. The pricing mechanism in the Russian housing market, level costs is analyzed at real estate acquisition. The questions, concerning roles of the state in housing sphere of economy and maintenance of national safety reveal.

The intermediate results of reforming housing- communal economy in Russia are considered in article, problems of a material condition, a financial position and functioning of mechanisms of management by housing sphere are revealed, effective foreign models of maintenance of the population by habitation and possibilities of their application in the Russian conditions are opened.

The article shows the state and dynamics of the housing sector in the developed world, are statistically compared with Russia on a number of important socio-economic parameters that characterize the development of this sector, notes the need to apply the lessons of international experience in the housing problem solving in Russia.

Housing conditions of the population Russia which has developed the day before and as a result financial and economic crisis are considered and the basic problems of housing sphere are analyzed: backlog in security and a habitation accomplishment, increase of volumes of the shabby and emergency habitation, insufficient rates of building, low availability of habitation in the market for the population, inaccessibility and inadequacy of mechanisms of mortgage lending. Measures on development and reforming of housing sphere are offered, basic of which are: increase of a role of the state in sphere of building and the habitation distribution, the accelerated development of rent sector of the habitation given on principles of noncommercial hiring, working out of national model of social and accessible habitation, introduction of system of savings of the population on type building-savings banks, revival of practice of housing cooperatives.

According to the Concept of the social state the state social standards in the field of maintenance of the population with habitation and utilities should consider:

• specifications of maintenance with a vein and (or) a total area counting on one person;

• an order of the account of the citizens needing reception of habitation and (or) improvement of living conditions;

• an order of granting of habitation to citizens with different level monetary to-courses;

• the list and specifications of granting to the population of principal views of utilities

• as much as possible admissible (limiting) share of expenses of citizens on payment

• an order of granting to groups of the population with low incomes of grants for payment

• categories of citizens to which the habitation and utilities are given free of charge, with

Security of the population habitation, it is equal as size of expenses on housing-and-municipal services, the classical approach demands to consider is system, within the limits

The theory of life cycle developed by F.Modigliani with co-authors, asserts, that income level fluctuates throughout human life and savings allow consumers to redistribute the income since the periods when its level is high, for the periods when it is low. Having considered pension strategy of the population at able-bodied age and practice of pensioners concerning additional sources of the income, it is possible to draw a conclusion that Russians do not level the consumption by means of savings throughout life cycle. It is necessary to give to the majority of Russians confidence of tomorrow and level of incomes on an extent not only month, but also several years, for formation of own strategy of consumption and savings of means throughout a life.

The article considers some sections of elements applicable to the work life quality under the market economy. When analyzing the elements the author suggests extending the concept with a new section, namely with the labour discipline one (including "the style of management in a company"). A thorough analysis is given to correlation between the labour discipline and the quality of work life. The author underlines that such correlation takes place because the discipline is an essential element in merging the work force with the production means as well as in the efficient usage of workers' labour on the basis of the coordinated actions. The higher the labour discipline is the more complete is the workers' feeling of well-being and the creative approach to work, with the latter leading to the self-discipline.
